If you have the "ask" option set, Outlook will tell you the spammer wants a read receipt and ask whether you assent.

Then, mark the header for deletion. It's not credible that Microsoft intends that Outlook generate a "Not read" receipt in this circumstance. Nobody who sets this Tracking option to defeat the sending of read receipts is going to think they're still open to sending non-read receipts. Presumably, Microsoft will acknowledge the above behaviour as caused by some coding oversight, and will fix it if it's not fixed already in some update.
